Quality wise, probably Ozil, but just. People may think that's underrating him because Mata hasn't played but Ozil is an incredible player, he just hasn't lived up to the expectations that everyone hoped he would. But like any good player, he still does the graft for his team mates.
But Mata has a good amount of Premier League experience for himself and knows how to play at this level. So that sort of balances the scales.

Mata Cazorla Tier 2
Ozil Silva Tier 1
