Wenger has been a manager for well over 30 years. I doubt he takes the word of his scout without he himself investigating the player.

True, but I'd make the point that Wenger's biggest issue is the number of yes-men on his scouting team (I was just making the same point elsewhere).
I look at the Sanogo signing, for example. I know there's a lot of pants-jizzing because of two games he's played, but the signing just seemed like it was a little self-indulgent. I think he's a player Wenger's had his eye on for a while, and he just couldn't resist bringing him in on a free. Does he really have what it takes to stay fit (when he's been injured for most of his teens)? And is he really going to develop into a good enough player for Arsenal, when he's played less than 30 career games by the age of 21?
Grimandi may have said that Sanogo was 'interesting', but I'd wager the conversation was a little like this:
Wenger: Do you think Sanogo would be interesting?
Grimandi: Yes, boss!
Wenger: If you say so...

Arshavin was our rescue and managed to get us in top 4. If we were doing fine, we would have never bought him.
It is in a way similar to the Mata situation with ManU.
They could have bought someone in the summer but they decided not to.

Sorry, but what?! I get you blaming the scout network for the poor quality of players they find. I don't agree with it, but i get the argument.
But are you blaming them for picking those players to play 50+ games for us? Are you blaming them for handing 5 years & £50,000 pw wages to them? Really?!

Don't agree Serial. Its got to be the scouts who instigate players to keep an eye on, not the other way round.
Actually, in my opinion the scouting system has been slightly f/cked since Dein left. I can't think of a player we have signed since then that we could justifiably say, wow, that was bargain. Maybe Oxlade?
Adebayor, Nasri, Ramsey (were scouted 2007 moved 2008), Hleb, Rosicky, Cesc, Theo, RVP, Sagna etc all came as the last of the players whose value appreciated massively all thanks to Dein.
Even the failures like Reyes, Denilson, Eboue etc broke even because they were no risk. Since then, Arshavin, Mert, Arteta, Monreal, Santos, Vermealen, Kos, Giroud, Pod, not very earth shattering. Kos I suppose is the best of the lot.

And which club hasn't? It is more obvious at Arsenal because of the lack of great signings. But every club has had their share of awful signings lately.
We just need to accept the fact that scouting is getting harder and harder and every clubs are doing so.
And the fact that the UK do not guarantee work permit like the rest of Europe make even harder for the premier league club to find unknown talent.
