Work has been quiet lately and with August starting tomorrow (and soon after the PL season) I thought now was the right time to make some predictions for the top 7 places.
CHAMPIONS/RUNNERS UP
Chelsea have got some goal scorers now. Costa and Fabregas will improve them massively, and I expect Schurrle to get more playing time this season. They are guaranteed top 4 imho and are the favourites for the title.
82-88 points
RUNNERS UP/3rd
United have made the best signings, mainly by getting rid of Moyes and employing Van Gaal's services. Don't be surprised to see him get the best out of Mata/Herrera/Rooney and don't be surprised to see them still challenging for the title in mid April. They are back and they will get top 4 in my opinion, falling just short because they have an young defense and no great DM (Fellaini ).
75-82 points
3rd/4th
City have improved their defense but Aguero seems to be going the way of Owen. Always injured, never able to put together 5-6 months of football without a lay-off. They need Dzeko and Jovetic to have good seasons and bang in 20-25 goals each as I think Toure and Negredo will not perform to the same level as they did last year. I wouldn't be surprised if they finished 3rd/4th but they should comfortably have enough to make top 4 for the 5th consecutive season.
74-80 points
4th/5th
Liverpool have done a Spurs. They have sold there best player for £70m+ and replaced him with a bunch of "hopeful" youngsters. The difference being that they nearly won the league last year while Spurs were only 5th at best with Bale. This means that they have a chance at 4th place and I think they will take the race close all season. CL football will drain them though and I think a lot of their fans don't remember how much European football effects the team in the following matches.
70-75 points
5th/6th
Everton will be just as much of a threat as they were last season, I just don't think they will grind out the wins in the same way they were able to last year. They rode their luck a lot but in the end finished way off 4th place. They have an outside chance at 4th if BOTH Liverpool and Arsenal have shocking seasons but that is unlikely. Lukaku will be a beast for them though and will get 20 goals in the PL every season for them.
66-72 points
5th/6th/7th
Spurs will finish outside the top 4 but should see improvements in their signings from last season and so can hope to target 65-70 points again.
65-70 points
Somewhere between 1st and 3rd
I have left Arsenal until last because until the transfer window closes they could either be joint favourites with Chelsea (with a good CF and DM signings) or they could be looking at a fight for 3rd/4th (with no other signings). Giroud won't be enough to fire us to the title but with prolonged support from Sanchez/Ozil/Walcott/Ramsey we might see us get close. However, don't think we are guaranteed top 4 and it wouldn't surprise me if this was the season that we dropped out. United will make huge strides this season and so their are 5 heavyweights for the first time in the PL.

I know Man U have got a good manager again but they are at the moment very disorganised.
There defence is the weakest its ever been with no Vidic, Evra, Rio etc.
They have got Shaw but its like us just getting Chambers for the R/B.....good prospect but not what you want to progress to Champions.
Lets not even bother with their R/B situation.
Midfield is fine but not as good as when they had Scholes etc. They have not got any great pace on the wings and besides Rooney and RVP they have an average team. Even saying that RVP seems to be injury prone again and getting on in age, Rooney is a hot and cold player.
They will buy but only have 2 weeks left, it will be hard to bring players in to gel when they have limited pre season games to do this.
Fot the life of me I cannot understand why people say top 4 again.
Arsenal, Man C, Chelsea, Liverpool and Everton have improved this Summer, Spurs are on the verge of 2 good players and even though we laughed at their purchases last year, these players have now got experience in the PL and will get better this term.
So why do Man U get chosen for top 4 ?
If he signed 2 defenders and a solid DM and a winger before now I would agree but atm I cannot see them progressing past 5th at least.....

Too close to call at the top, I can see any one of those 4 winning it and any one of those 4 finishing 4th. Spurs have a much better manager now and i think they will pip Everton to 5th. Liverpool will be back to their usual slot in 7th without Suarez and there is no way Sturrige is going to have as good a season as last year as quite simply, he is a middle of the road, bang average player.
But this is all just my opinion, one things for sure though is that it will be exciting and I hope the Arsenal can stay in the title race right to the end to make it even more exiting.

United are the real unknown quantity at the moment. With them as they are I'd be pretty confident in betting that the top 4 would be Chelsea/City/Arsenal/Liverpool, in some order, since United currently have about three defenders among whom the best is Chris Smalling - not exactly Champions League quality. However, they will inevitably strengthen in that area and probably elsewhere, so it then becomes a question of how much those additions improve the team and who they could kick out of the top 4. If anyone has to fall I'd expect Liverpool, since losing a player of Suarez's quality would be a huge blow to anyone and without him they don't look too inspiring, but as I say for the time being it's United who have to play catch-up.

Its hard to see the top 7 all getting at least 70 points. I don't think that's ever happened before. Safety for relegation would be very low if it did happen.
