In the Carling Cup our 2nd string seemed to get a lot further than in the last few years when we have played a more experienced team.

As the squad gets stronger, opportunities for youth players to get decent playing time, in any competition, is diminished. Same is true at all clubs.
There's your answer.

As mentioned, top teams squads are getting bigger so the youth players are not getting so many opportunities as the past. What you see now, especially for The Arsenal, is a few youth players that get combined into the 2nd string but the rest is an interchange of positions, for example Gibbs for Monreal.

Injuries aside, I think the policy of fielding "weaker" teams was in the League Cup.
