£23m is a perfectly reasonable opening offer.
Coutinho's stats aren't very impressive, he only recently got into the Brazil squad, he hasn't won any titles, not well known outside of the UK.

Apart from Barcelona being continually linked with him for the past 24 months and Luis Suarez waxing lyrical about him to the media; in particular after his move to Barcelona, and now PSG bidding for him, yes, he's not well known in Europe.
I'm sure none of the other clubs or scouts in Europe have ever heard of him or seen him play with such a limited exposure of having a club like Barcelona talk about him for two years.

He will leave on the club owners terms and not otherwise. If they think he is worth 70m then PSG has to pay that. He still has four years and we are in no rush to sell so we hold all the aces.
He is not about stats but he brings players in to play and can create space with beating his man and he has very good link up play. His problem is when he has strikers in front of him like Balo and Benteke who are not running behind the defence.
