In certain countries now you can take a bullet for your country by age 17, but have to wait 4 years for a legal drink and cigarette. That's the biggest bunch of happy horse sh1111t I've ever heard.

In certain countries you can be sent to war at age 8. See central Africa for example (illegally, but fairly common). That's fecked up.

That two 14 year olds can produce a human being. Although illegal it's impossible to prevent.
It would be seen as against human rights to test everybody periodically and then do what is necessary. What about the rights of a human being being born in this age to parents who can't provide on all levels and will most likely not get married etc.
Give all men the reversible snip and force people to apply to be parents. Too many of us anyway.
