Looking up on it and it appears that there's a flaw in the voting system itself also. 12 different newspapers vote and have to vote for five different players each, with points allocated for the best to the worst - 10, 7, 5, 2 and 1.
The Times must have run out of players to nominate. Surprising Tom Davies wasn't nominated ahead of the other English lads given he actually played.

I just googled the award itself, wanted to refresh my memory in regards to previous winners and found this on Wiki:
"All nominees must be under the age of 21 and play in a European nations top tier"
So by default, all those with limited or no senior domestic appearances shouldn't have been nominated then? U23 football and below clearly isn't top tier.

I don't really see a problem with the cut off point for age. It's just to acknowledge youngsters. After the age of 21 players tend to be more established and as a result I don't think they need to be considered for an award like this.

All just raw talent, most have proved nothing on the big stage yet, at club or senior international level. The only one who has is Rashford, but the rest are all promising talents, nothing more to be said. I'm sure there have been many a English player to make this list before and just drop into PL/lower level mediocrity.

It's not the age I'm referring to, it's the lack of people actually playing at the top level! Being registered for a top level club but playing in their youth or B team is essentially playing in a lower league thus not meeting the qualifying criteria

There criteria is clearly a bit flimsy. Bentancur got nominated after three games in Europe.
