Bobby Madleys face was an inch away from Firminos mouth when he's shouting at Holgate.
If Firmino had called him the n word, Madley would have heard him, and sent him off.
Heard some people say that the 4th official heard something, who was 10 yards away, but Madley who was 2 inches away didnt ?

No, I am asking if the ref can send a player off if those comments are made. Is it in the rules that it’s a sending off offence?

SENDING-OFF OFFENCES

A player, substitute or substituted player who commits any of the following offences is sent off:
denying the opposing team a goal or an obvious goal-scoring opportunity by deliberately handling the ball (except a goalkeeper within their penalty area)
denying a goal or an obvious goal-scoring opportunity to an opponent whose overall movement is towards the offender's goal by an offence punishable by a free kick (unless as outlined below)
serious foul play
spitting at an opponent or any other person
violent conduct
using offensive, insulting or abusive language and/or gestures
receiving a second caution in the same match

Well if it’s proven he used some offensive language the ref will have to be assessed.

If nothing is proven, Holgate has two choices. Accept this and apologise for his actions or I would suspect stick to his belief.
