Should the Window be Open?

On other threads, there is discussion about transfers, etc.

Some are opining that Leeds management is waiting for the Championship Play Off Final on Tuesday to determine the possibilities of Brentford or Fulham players becoming available.

Given that the Premier League teams for next season have not been determined yet, should the Transfer Window be open at this time?
