That occurred to me Spangles. Surely if you can have 2,000 fans all in one stand, why not have 8,000 fans spread around 4 stands. Covid-wise it must be the same effect. Any risk must happen in the stand itself, and in the concourse below (toilets, etc), not in the streets before and after the game. Or if you want to be ultra-cautious have 2,000 fans across the 4 stands.

Thing is it's not just inside the ground it's in the streets outside too where even if it's outside it's pushing it a bit too have 8000 people milling around. Opening other stands means more staff and stewards too so 8000 can quickly become 8500 or more. That said I think 4000 would be a sensible number for most premier league grounds.
I don't really have a problem with the rules as they stand at the moment, the smaller clubs desperately need the revenue and at premier league level having 2000 opposition fans in shouldn't affect your performance unduly.

Been to Molineux a few times in the early rounds of the league cup when half the ground is closed and well less than 10,000 inside. Not much atmosphere generated really. 2,000 in a stadium built for 10,000 would create a much better atmosphere than 2,000 in a stadium built for over 30,000
Always wondered how weird it must have been to go to Hampden when the capacity was 120,000 to watch a Queens Park home game. Or to go to the old Wembley when they held greyhound meetings with crowds of a few hundred
