Because the doping is designed to go around/explot loopholes in the Prem audits and rules ab initio. Its how your owners operate across the world.

If loss making was outlawed then it becomes very difficult for a club to achieve growth.

That's because doping already exists and imbalances in distribution of league revenue. In the current environment its almost impossible because clubs like City can afford to make mistakes, like Everton, difference is they can just keep spending until they get it right, Everton would go bust if they kept at it. If everyone was playing the same game it would come down to management and coaching to see who comes out tops.
