That's ott, I agree. The fact she has stated it was at no point consensual means it's abusive behaviour towards a subordinate, no matter which way you cut it, and there's an undeniable gender component to it too.
So factor in all of this bloke's previous, his crotch grabbing in front of the queen and crown princess, and his reactions and statements since, and there's no two ways about it. The man is unfit to serve in the office of President of the Spanish FA. End of.
