Because they can not milk the spinners. They get bogged down, realise that they are behind the required run rate, slow, get caught in the deep and the cycle starts all over again with the new batsman.
England need to learn how to get 5 runs an over from a spinners WITHOUT taking risks. If you really think about this, when the spinners are bowling, there are usually only four fielders in the 30 yard circle, so why is it so hard for them to hit the gaps 5 out of 6 times?
