No, a Black Russian has the Kahlua, a White Russian has no Kahlua but milk instead.

When I was on my honeymoon, we stayed in an all inclusive resort and I ordered a Black Russian which I'd previously thought was vodka, kahlua and coke, but here they just filled a glass half with vodka and half with kahlua. I spent all day and all night drinking them and got absolutely battered.
I highly recommend it.

White Russian definitely has Kahlua, and it should strictly speaking be cream rather than milk I think.
Vodka and milk isn't much of a cocktail to be honest.

White Russian most definitely should contain Kahlua (or Tia Maria is an adequate substitute).
A Black Russian is the same without the cream (or milk). With Cola it's a dirty Black Russian.

Yes a white Russian is half vodka, quarter kahlua ( or Tia Maria) and quarter cream. If you add amaretto it becomes a roasted toasted almond......nice
