I can see this as the most likely scenario. Even though I think it would be harsh to accuse him of anti-semiticism, the unnecessary controversy alone is worthy of punishment.

Plus I'm not convinced the gesture is one of anti-semiticism. Both Anelka and Nasri have talked more about it representing French politics. That might be rubbish but I guess I haven't heard enough from French people to know how it's commonly interpreted.

Is it what the creator says it means?
Is it what the person making the gesture says it means?
Is it what people of the geographic region where it was made believe what it means?
Is it what the majority say it means?
Is it what critics of gesture say it means?
Should the gesture be judged by the character of its creator?
Should the gesture be judged by the character of its user?
Banning will depend on the laws (like everything else). If he can be banned, then the laws have to be amended.
