Think that's what the FSA were referring to when Chelsea trust asked for changes to the license they currently have. Chelsea have to prove that the money is going anywhere but to Roman.

That was the 5 live financial bloke speaking about Abramovich saying funds would go to Ukraine and the Government would have to monitor said account if that was to happen
