Put it this way.
Chelsea need to make changes in order to ensure that they don't fall away again during the middle of next season. They have an aging squad, and need to accomodate Torres, so its pretty obvious they need to make changes.
City have several departments that need strengthening, and we need to add some more depth to our squad if we are to seriously challenge for four trophies next season.
Arsenal risk losing two key playmakers so will need to replace them immediately, they also need to add some grit to their midfield and defence, as well as possibly bringing in a striker.
United also have several aging players, and Fergie's activity in the market shows that he is fully aware of the fact United only scraped through last season. Your midfield, whether you won the League or not, is probably the poorest it has been in years. The lesson from Barca shows that if you want to be back up there with the best in Europe you can't simply start the season with the same squad "because you won the League" and do it all over again, you will fall short again in Europe, and the changes other top PL teams make will mean you would be likely to fall short domestically. The fact that Fergie is so active in the market at the moment would suggest that he agrees with me.
Spurs and Liverpool fell behind the pack last season. If they want to challenge for a CL spot next season it's pretty obvious they need to strengthen their squads, or they will fall short again.
