I think you can go with most of the England bowling attack in any conditions, they have been excellent wherever they have played in the last few years.

You cannot suggest or assume certain country is superior to another in any game. The only way to determine is from winning certain competition. But, the governing body is reluctant to conduct or give a chance to participate in one.
In football all FIFA members are given equal chance to win the competition, that's why everyone likes football. In Cricket, it's restricted to certain countries and forever it will be.

Unlike many other sports, results of the previous World Cups or of the continental championships are not taken into account.
Please feel free to enlighten me where in football certain countries will qualify forever and ever?
If you put the test playing nations in qualifying groups, they would always come through in a round robin.
You may get the odd result going the way of the smaller teams, but the test playing nations would take their spots regardless.
Add to that the playing workload on the top test teams, they would not have time to go through a qualifying tournament.
