Clearly Brendan Rodgers has some self awareness and knows that this job is too big for him whcih si why he's turned dowen the opportunity to manage us. He's a very talented manager but he knows he hasn't proven anything yet. If he went to Liveprool and failed that wodl ruin his reputation and he is aware of that.

if they keep their options under wraps, they may find a more suitable option than Rafa, but this way no one knows who their top priority is, people just assume because Roberto and Rodgers are the first 2 interviewed that they was our main targets.

I'd take Rafa and a shrewd, negotiation-savvy chief executive in charge of transfers over a director of football or whatever the Americans are looking to muddy the water with.
Ferguson and Gill is something like the relationship I'd want; manager decides the targets and their priority, and the Chief Exec does his best to get the players at the prices the manager identifies.
I'm certainly not adverse to Rafa coming back, but I don't believe he works particularly well with others in positions of authority. He quite rightly wants absolute power and wants the freedom to spend the transfer budget as he see's fit.
Perhaps this doesn't fit the structure that FSG envisage.
