If Rooney were allowed to concentrate on being a forward, and not asked constantly to try to smother oppositon midfield and chase back into defence, whilst trying to collect the constant hoofballs from the penalty area, and indeed, to be what he naturally is, then maybe the playing field would be judged level when you compare the two.
Balotelli is still in the tournament and could be the star in the final which would far outshine anything Rooney did in 04.

The key word is "could", if Balotelli does contribute something useful in the final that helps Italy win the tournament then he does indeed have a better impact than Rooney at 04.
