First of all, hi, I've been a long time lurker, and have decided to start contributing
The way I see this, is it could mean a few things.
It's quite possible, that as Philo says, we have no money. All indications so far from the board would point to the fact that we can compete financially, although I know from reading over the last few weeks that there are people who will disagree with this:P
It could be, that after the fiasco that was our transfer dealings last year, FSG don't want to commit to throwing big money down the drain, without first seeing the player in action, and whether or not he will fit the system and atmosphere of the club.
It could also be that Brendan knows we need quality to push us toward the Champion's League, but at the same time doesn't want to get tied down with having a player in his mid to late twenties, on a huge wage in front of the promising youth we have coming through at the moment.
Quite honestly, considering how we've been messed about with Aquilani over the last few years, I would be encouraged to see lesson learnt, and us getting a player in for free for a year before commiting huge sums of money on another Carroll or Aquilani, and getting no return on our investment in three years time.

It would be easy to say its because there's no money, but that would be extremely shortsighted. It's more a case of not being able to get the top level players to join us due to the position we're in at the moment. BR is probably thinking that if he gets similar players on loan, we'll stand a better chance of getting into the top four and then be able to sign these types of player on a permanent basis with CL money to fall back on. Seems to be using common sense.....
I dont see why any club would loan top players to other teams.

because teams like madrid seem to collect a lot of quality players who then become unhappy when the realise there isn't even enough room on the bench for them. they may not want to leave permanently but still want to play football.

Those players still want to be playing champions league football and more than likely won't leave the sunny climate of Spain to come here!
If it's only for a season then I'm sure they would give up Champions League football for the sake of playing regular football. Then they could either end up playing in the CL the season after with us if we qualify, or they could do well and return to their parent club and play in it there.
What calibre of player are we talking about?

Tottenham loaned adebayor last season. that didnt work out badly for them did it?t

We also had Paul Jones the goalkeeper on loan at one point didn't we?

not all will be included in the champions league squads. some may feel forgotten about and playing regularly might put them in the proverbial shop window for a new champions league team to come knocking.
teams may be willing to loan out top young talent who can't break into the first teams of the likes of barcelona etc.
there are a number of reasons why we should consider loan signings if improvements are available.
Anelka was a donkey for us. Based on his performances he should have been punted with extreme prejudice.
In hindsight though, keeping him would have been good.
Loaning would be a perfect idea, maybe his past relationship will help get someone from real. Higuian
Loan deals may be a good way for us to attract players who are ideally looking for CL football.
They might want to see how we do before committing to a move, so a loan deal allows both parties to have a look at each other.
We can say 'come to us for a year, if we make the CL then we can look at making it permanent, if we don't then you have only lost 1 season and can join a club who are in the CL.'
