Googling it seems to suggest that as long as you don't have one single bag exceeding 32kg it is fine to combine the weight allowance.

I'm telling you that in my experience, as long as the combined is ok (and one single bag is not too high) the dolly on the desk really is not going to worry about making a fuss

You cant advise people like that.

You can say you might get lucky even though strictly speaking it's not allowed.

But you cant just say, "yeah, it's fine. That's allowed."

It's not allowed.
