We also have to remember that whenever Rooney plays along with one or more of RVP/Welbeck/Chico he never plays as a striker but rather as an attacking midfielder in the hole. None of the others have the same versatility to play in that position with the same effectiveness. I am sure that also means that SAF does not measure Rooney's success by just number of goals scored or assists but rather by its impact on our whole forward play.

Yes if he said it on his own then its probably not right. But if someone asked him a question like - "Do you think Robin's arrival and his early success with goals have highlighted the fact that Rooney has not been in top form this season?" then it doesn't look very bad.

Replace RVP with Buttner and Rooney with Evra in his statement. I think this is what he really wanted to say.

Evra needs to stop being such a rent a quote and start playing well. He's absolute garbage ATM so shouldn't be saying anything.

I really don't see what he's said that's so wrong. Yesterday all the commentators were making big issues out of him not scoring yet, while Van Persie has been banging them in for fun. Evras quote is just them in their place!

Anyway I think how the statement is construed depends on who's reading,we see things differently, as all the comments already show.
