You are getting a bit mixed up I think. The only punishment Rangers have recieved is a points deduction for going into admin and a transfer embargo for bringing the game into disrepute.
The latter was for non payment of PAYE and NI contributions, nothing to do with the EBT scheme.

We were guilty as far as what Whyte did.
BUT, the mass hysteria about "cheating" because of the huge amount of publicity the EBT case was given by the media drummed it into fans' heads that that action was the main issue we were being punished for. It wasn't.
The fans outcry was what swayed the chairmen
The chairmen were forced into making a decision on our future by the SPL.
So therefore, one mans actions (Whyte), an idiotic scaremongering media pandering to the fans historical envy and dislike of us, coupled with a weak and incompetent league organiser (the SPl) ruined Rangers.
It fckin stinks.

So now that most of the loans were indeed confirmed as loans, I'm assuming all of those players will be posting that money back otherwise that'll be another form of payment that they received.. Which breaks the spl's rules
There is no date on when the money has to be paid back and can actually be sought from their estate on their death by all accounts if still outstanding.
