Rooney has every right to go down after the contact he is expecting never happens, thus harming his chances of getting a penalty. Every right to go down.

I think he has every right to go down there as he's anticipating the contact, which doesn't come. If players don't go down, how is the ref meant to know what would have happened if contact had been made? Stonewaller for me

"Young people out of work, education or training for six months will have to do unpaid community work to get benefits if the Tories win the election.

In a speech later, David Cameron will set out Conservative plans to shake up the welfare system for about 50,000 18-21-year-olds.
