Don't think he said much, only quotes I've seen are

Not necessarily if it can't be proved or may not be actually illegal just dodgy, as you said he may have got it through the agents, I think the rumour came from Lille saying they only got £55 million, so the rest went somewhere.

If Raul pocketed that money pp, it is fraud. Even if he got a kick back its fraud but harder to prove. Arsenal would done much more than firing him if they thought Raul had got most of the money. What Lille suggested is actually not illegal because imo they were trying to justify what happened. In other words they didn't think he was worth that amount either and were intimating the intermediary agents pocketed the rest. Remember how Edu pulled out of the Aouar deal? In the future teams would not buy from Lille if they feel they over value players!
