Not according to Stephen Borson on talksport. Saying if the rules needed to be changed, there would have been an emergency meeting by the Premier League. Looks like they lost but are claiming victory because the status quo has been maintained. This has nothing to do with the 130 charges, which is different.

Yeah. Because City are being accused of falsifying accounts on 115 charges. That's on another level. But I suppose they were attempting to undermine the rules to mitigate whatever punishment by suggesting if the rules were not legal, they shouldn't be punished too harshly for falsifying accounts to break them? Sheikh logic. Borson thinks even that has failed because the PL isn't rushing to patch any holes.
