Difficult to answer that.
A legend is a player who built a special legacy around him at the time he played for the club. A player who every supporter remember special moments.

Similar. Someone who stood out above everyone else, who made a real mark on the club and will be talked about individually decades later.
However, there are also legendary teams - Invincible season obviously one - where the players will be in for the team achievement. You also have players who maybe aren't legends but one moment is legendary - such as Michael Thomas at Anfield, Charlie George in 71 cup final and Alan Smith in Copenhagen.
You could also say that, while Tony Adams is a legend in his own right, the whole back 5 is legendary even if the other individuals aren't (maybe Seaman gets in on his own).
