I think they probably knew he was going to go to Bayern one way or another either this summer or next when his contract runs out. They'd probably rather sell him for a profit and spend it on a replacement rather than let him go for free.
There really isn't an awful lot they could do.
I don't think financial fairplay will have a major effect on what clubs do transfer wise. Loopholes will be found, make no mistake.
Most of our big transfers in recent years have either been for British players, or at least for ones established in the EPL. If we buy from abroad, it is usually a slightly younger player, who we hope will improve either further with us, but we have never bought the super glamourous foreign superstar. (Ronaldo was a relatively unknown when he came to us)
And whilst we don't pay low wages, we probably don't have as many top earners as many of the foreign clubs. And there is probably something in it that the attraction of a London club or going to Real or Barcelona feels slightly more glamourous that coming to Manchester.

I don't see why not. He may have won them the Champions League by scoring the winning goal, but this is Guardiola's decision.

The goal he scored was down to bad defending, the other chance he had was down to sheer luck as the ball fell to him, which he failed to square. That's happened on one to many occasions, where even all football fans ridicule him for his decision making.

I thought he give an interview that he wanted to stay at Bayern but with Pep in charge, it makes sense if he does leave.
Remember that Fergie got rid of some established stars after '96 and the double to bring in the kids, so I think you'll find that most top clubs do what is best for the club, and are not ruled by sentiment.
Everyone is raving about Lampard after the season he has had, my gut feeling is he will get an extra year, have an 'ok' or not great season next year and all the chelsea fans will be wanting him out!!!
There will always be players on our books who one fan or another doesn't think should be there, and at this rate most of the squad would be shipped out! One or two may leave, but making wholesale changes rarely works, and you need a strong nucleus in a squad to maintain league challenges year in year out.
Are there players in the squad who I think should be moved on - yes. But you can't ship everyone out, especially if quality isn't coming in to replace them.
