Carpi has a population of 67000, that's even smaller than Como.

Btw, Eibar has a population of just 27000 (according to Wikipedia).

But it's also the provincial capital, so could maybe be seen as the 'province's' team too.

Villarreal has barely 50,000 - less than a third of the provincial capital, Castellón. Castellón was trditionally the main club in the province until Villareal's first ever promotion to Primera, in the late 90s.
