It's probably down to the fact that Caulker is good and Shelvey is crap.
Darren hit the nail on the head!
Plus the fee you are likely to receive from Arsenal for Suarez is VERY generous!
TBH I do rate Caulker more than I rate Shelvey...
I was quite surprised Spurs sold him, I wasn't really surprised when Liverpool sold Shelvey.
I don't think Spurs were desperate to sell Caulker but I do get the feeling Liverpool were looking to offload Shelvey...
A player being wanted or not makes a huge difference to their selling price.
What were their wages like?
I get the feeling Shelvey may have been on higher wages than Caulker which does have an impact as well.
Shelvey has too many flaws to be going for anything more than £7m.
Caulker looks very decent, not too sure why this article was made
Liverpool aren't likely to receive any fee from Arsenal for Suarez, and nobody is likely to receive a generous fee from Arsenal ever.
9 mil is still a big big price for someone's 4th choice cb
8m and baring in mind you have 2 defenders rated at around 10m+ ahead of him with the third defender been club captain
I too was surprised to see Spurs sell Caulker.
I thought last year was his breakthrough and with Gallas going he had a chance to cement a place.
Maybe something going on that we don't know about.
Good attempt. A bit of originality too.

Shelvey had a shocker last season with the exception of the Young Boys game. We did well to get £5/6m for him.
I appreciate it RAP!
I'm still puzzled as to how we got £4m for N'Gog.
11 in 64 in the Championship is an absolutely awful record.
Rap
I've often wondered about Liverpool fans saying they don't get good money for their players. I've always felt you have.
Owen is probably the one where I think you got fleeced.
We get mugged off from time to time like Riise or Arbeloa but it hasn't been too bad.
We're great at moving on below average players for a few million. Voronin, Poulsen, Degen and others come to mind.
Letting McManaman run down his contract was a mistake.
Kelly, yeah that's true. On the whole I think you do pretty well. It's why I expect you to get really good money if you do sell Suarez.
Really?
Dominic Matteo £4.25m Leeds United
David Ngog £4m Bolton Wanderers
Jason McAteer £4m Blackburn Rovers
Oyvind Leonhardsen £3m Tottenham Hotspur
Stephen Wright £3m Sunderland
Florent Sinama-Pongolle £2.7m Recreativo Huelva
Mikel San Jose £2.5m Athletic Bilbao
Rigobert Song £2.5m West Ham United
David Thompson £2.5m Coventry City
Danny Guthrie £2.25m Newcastle United
Antonio Nunez August £2m Celta Vigo
Djimi Traore August £2m Charlton Athletic
Alou Diarra £2m Lens
Andriy Voronin January £2m Dinamo Moscow
Jan Kromkamp £2m PSV Eindhoven
Sean Dundee £1.55m Vfb Stuttgart
Jean Michel Ferri £1.5m Sochaux

Stephen Warnock £1.2m Blackburn Rovers
Antonio Barragan £680k Deportivo La Coruna
Neil Mellor £500k Preston North End
Darren Potter £250k Wolverhampton Wanderers
Paul Anderson £250k Nottingham Forest
Alan Navarro £225k Tranmere Rovers
Jon Newby £100k Bury
Chris Buchtmann £100k Fulham
Danny O'Donnell £100k Crewe Alexandra

The majority of list actually backs up my point extremely small sums. - Generally a bargain picked up for the buying team (on paper).
Warnock especially - 1.2 Million???, he had not that long ago been given a couple of England caps in a position England were very short on, like Shelvey I feel we didn't even get an English premium on his price.
More recent examples of Aquilani 7million , and even worse IMO Meireles 12 Million (to a rival team and after having such an impressive 1st season + football writers players of the year). For 500k More than we bought him. - 'RAW DEAL'.
OP, I think you just vastly overrate your players.
Warnock was/is crap so that fee is justified.
Meirelles went for a bit more than you paid for him after one season. His fee wasn't going to go up all that much, especially at his age.
And Aquilani, well, he wasn't very good for Liverpool, Milan or Juve and has injury problems and was getting a bit older. So once again, fee is justified.
