He hasn't kicked a ball in the Prem yet so No, he is not the best, but he defiantly has the potential to be.

If, and it is a big if, he can bring his La Liga form to the PL, I'd put him up there in top spot, yes.

Oh and Cazorla is not 2nd, if Arsenal had 3 of the 10 best players in the Prem last season, and the Champions only had 1, why didn't Arsenal storm to the title?

Mata goes level with Cazorla (he is isn't as good technically but he contributes a massive amount to Chelsea).

RVP is just magnificent, he is easily the best striker and is certainly in the top 3.

Ozil is easily the best AM and should start in the top 5 (he needs to perform over a period of 15 games to cement a place in the top 3).

Yaya Toure and Luis Suarez have to be on that list somewhere.

Fill out the rest of the top 10 as you see fit. I would reserve top place to either RVP/Cazorla/Mata.

If you are an Arsenal supporter then Ozil is the best player.
If you are a supporter of any of the other 19 teams then he probably isn't.

If United or City had signed him then he would not be the best and would be overated and overpriced.

When? This season?

PL - No chance
CL - Even less chance

Arsenal only chance of success is in the domestic cups and there's plenty that go wrong there and also plenty of other sides going for them too.

Ozil is a great great player but doesn't improve your vulnerable areas of the team. Arsenal have never really struggled to make chances and score goals.

The back 5 of Arsenals in NOWHERE near good enough for the title or the CL.
