Yep.
If you want to win the tournament, you need to beat the best. We'll just have to do it the hard way.
England to somehow negotiate a route past the likes of Germany, France, Italy and Spain to get to the final against a Wales team we beat and were comfortably better than. And lose.
That's from what I've seen so far, but we will have to wait and see
Things shaping up nicely for Belgium all of a sudden. Though they could face Portugal in the last 16 if Portugal win their final game.

No, I mean it is impossible.
Wales to win the first tournament they have been in for decades would be a bigger shock than Leicester winning the PL.
I reckon the last 16 is gonna be:

Wales v Turkey
Portugal v Belgium

Italy v Spain
France v Northern Ireland
England v Hungary
Some cracking ties in there. I still hold out hope for this tournament, despite what we've seen so far.
