Even though there was contact, what should be the rule (never is though) is that the ref should ask himself what caused the player to go to ground? The contact, or the player throwing himself to the floor? Clearly it was the player volunteering himself to go to ground. Correct to book him. The contact was not enough to impede him from getting the ball. Therefore no foul.
Although it hardly ever happens that way, refs normally give a foul at the mere hint of contact when players flop to the floor.
