I said 'bar Hazard' and Gotze has been injured for much of the season and whenever he has played he hasn't been all that impressive (certainly not as influential as Oscar). I get the feeling you're just talking based off of hunches.
Germany have just as good a chance as Brazil but Gotze isn't a guaranteed starter and isn't as important to the team, unlike Oscar.
JNR, what's more likely if that if Brazil win the world cup it will be Neymar that will be in the reckoning not Oscar.

I'd say that their defence has been a far bigger reason than Ozil's influence on the pitch as an individual (I say as an individual as I believe his signing has had a big psychological effect on Arsenal as a whole).

Say the probability of Hazard winning the Ballon D'Or is 50%. Say the probability of Oscar winning the Ballon D'Or is 20%.
So the probability of Hazard OR Oscar winning it is 70%.
I've pretty much spoon fed you as much as I can, there really is nothing more I can say to make you understand.
