Ramos probably the most over rated defender in football
There are tons of defenders better at bringing the ball out of defence than Kos. He's comfortable on the ball but usually plays it safe. Spurs alone have Vertonghen and Chiriches who are great in possession - though the Chiriches fella is a reckless nutter. Vermaelen brings it out better than Koscielny. Luiz, Agger, Kompany and Jones are others in the PL. I'd include Rio but he's past it.
That's just the Premiership alone. Many more bring it out better than Kos.

Jones? The guy can barely stand up. He's good at aimlessly running around and bumping into players. He can't pass the ball.
None of the names you mentioned are better than Kos on the ball.
In terms of ball-playing ability alone, I'd say Pique, Hummels and T.Silva are the best around.
Best is Pique without a doubt.
