Merely pondering if X% of the total cost (starting or other) is contingent on some CL money coming in (X can be closer to 0 than to 100 ) .

And I think the influx of new players has created a perception that Spurs have strengthened, where as you really didn't spend a lot last year at all.
I think there's room for improvement, but I don't think you're far off of where you can possibly expect to be, barring an exceptional performance!

There is more depth across the squad.
But some positions (LB, CB) are very fragile.
And playing like 11 strangers + stupid managers doesn't help, regardless of who is in your squad.

Getting top 5 regularly, and similarly taking a CL slot down to the last game of the PL season, is fair improvement. Whether more money or a much better manager than before is all that is missing, time will tell.
