I wonder if this seeming excessiveness is because they are not confident of nailing Jose for his post match comments.
Generally football fans have a low expectation of the FA and all its workings. Yet the FA's well known incompetence is not an excuse for accepting potential discrimination...

It does seem a bit harsh and the fine I would say is a bit unreasonable.
Mourinho was only fined £8000 for the Villa incident, which is nothing to him. But I'm willing to bet Faria isn't anywhere near as well paid as Mourinho and a fine nearly four times as large seems a bit much.

Funny guy that portuguese Faria, they should have banned him for a full season, threatening the referee because he disagreed with the penalty decision,
