Because they’re corrupt. They could have closed it as soon as Chelsea did it the first time, as they’d know they would do it again. But they decided to let them finish their spending spree before even thinking about it.
Corruption literally the only answer to why they’ve let Chelsea do this and only then close the loophole.
Fvck the PL.
In fairness to the premier league, if they’d have made the changes pre-Caicedo then I’m sure Brighton was have had lawyers all over it because it would have cost them millions.
Quite why they didn’t change when UEFA did though is anyone’s guess. No excuse for that.
It’s just another example though. Another reason to fall a little bit more out of love with the game.

I can’t believe Wolves didn’t win that game, let alone get nothing from it!! Yet again United get all the luck. Wolves have had a new manager for 5 days and play like that away against a team who have spent billions. So unfair seriously and should have had a penalty no doubt.

It's debatable because of his arms but feel r me he clearly moves his hand towards to the ball and so should be a penalty.
That was a stonewall penalty for me, amazing that VAR missed or chose not to give it tbh.
I am very confident we would be arguing alno pen if it went against us. Whereas the United one I think most here would be saying pen even against us
