Rafa just wanted players all the time but had his hands tied by the budgets so signed who he could. He was constantly tryna make stuff work so he could sign someone. Budgets were never level compared to Utd etc.

You can say he bought a lot of duds and wasted good money but at the same time those players were bought as they were all we could afford and attract at the time. And Rafa unlike Klopp wanted options, he made some proper weird signings just to make up the numbers. Where as Klopp would just make do and promote some youth.

He was appointed and had a system he wanted to implement and should have been supported appropriately or sacked. The Cowboys promised transfer spending when they took over and kept up the talk but never cane through. Rafa had a budget every summer and not kept in the loop. He couldn't like sacrifice one window's budget to boost the next window because he wasn't kept in the loop.
