For Arsenal to activate Cesc's buyback clause Barca need to receive a formal bid for him, so irrespective of Arsenal's intentions they have to declare (publically)their uninterest.
It may be that they are genuinely not interested, time will tell.

I could have told you that in 2007, as soon as Cesc became a top player for us it was inevitable they would come back for him, doesn't take a genius to figure that out.
Lex, ppl report half the story because the other half makes them look like idiots.
For example sport.es, one of the more reliable papers with Catalan links, reported that Man City have bid €50m+ for Cesc and Arsenal said they couldn't compete with that to Darren Dein.
However Man City denied any interest a few hours ago. The fact is that Pellegrini is the type of coach who could use Cesc. Man Utd bought Mata and they have Rooney playing deeper. Leaves Chelsea, who got rid of Mata because he didn't work hard enough and almost ruined Hazard and Oscar.
I can be wrong but this smells of Barca desperation. They want an auction and it seems that the £25m buy back looks even more real which is under valuing Cesc by at least £10m in today's inflated market. It could be Cesc and his football 'Dad' are cooking up something which Barca don't like.
Speculation. But we shall see if it starts going that way.
