As for how he performed on his loan spells I cannot comment as I didn't watch him at all but 3 different loans in 3 different seasons hardly suggest he is an performer worth 7 million. He only seemed to perform well in his last loan for Paços de Ferreira

If there was competition for his signature then perhaps the price would be higher but evidently there was not.
Also worth mentioning that his wages would have been very high in comparison to what the majority of Portuguese league players get, not everyone is on PL wages

Yes but he is signing for the biggest club in the league. The average wage at Benfica will be double or perhaps treble that.

You seem to be leaning towards guesswork with your figures but according to this website the earnings of their top players are as follows.
Óscar Cardozo - €14,000 (Euros)
Nico Gaitán - €13,925 (Euros)
Pablo Aimar - €14,130 (Euros)
