No it isn't. Look up the definition of handicap and you can apply it to an individual without meaning they are handicapped in the "disabled" sense.

OK, please read the original comment and explain to me in what context it was used. It was clearly used as an insult. I don't want to lecture on grammar but if you describe a person as 'a handicap' (i.e. the noun handicap, not the adjective handicapped, nor possessing a handicap), then it can only have one definition. Maybe you don't know the poster but it's well in character for him.
I'm not outraged, it doesn't really affect me personally, I just think it's worth pointing out that it's not alright to insult people that have no control over their condition, in the same way that we accept that racism is wrong.
