If he goes on to equal Federer, and he could not be far off at all by the end of next year, and takes a French Open, then he would go down as better than Federer, because he will have done it in a tougher era.

Djokovic is playing in a pretty poor tennis era. The fact that his main rival is still Fed who's past his peak says it all.
He could do, but it's too soon to say. Right now, whilst he's at his peak, it's easy to come out with statements like he'll reach Federer's total in a couple of years, but it doesn't always work out like that. And you usually find that with the greats, once they do stop winning slams on a regular basis, they don't win too many more (Nadal and especially Federer were/are still reaching semis/finals in last 2 or 3 years, but not winning many)
It's about staying fit and motivated, and it seems improbable right now, but he could be on the decline this time next year, it could take a year or two longer.
No doubt he's one of the greats, and along with Nadal and Federer, 3 of the greatest there's ever been, but until he reaches the end of his career, you can't really say. And of course he still has to win a French Open, so until that happens, he can't be in the GOAT conversation.
He is head and shoulders above the rest. Watched him live at the Doha ATP and he is always in control. Will win all 4 grand slams this season

He's had Federer, Murray and Nadal all as his main rivals in his time of winning titles, though I agree the strength has dipped since Nadal dropped out of the equation.
Well that's just it isn't it, Fed is clearly past his best. A peak Fed vs Djokovic would be some match.

Then you probably don't watch much tennis.
I've always believed in the scenario that you can only beat who is put in front of you, and don't forget that Federer has set the standards (just as Sampras did before him) for others to chase, and it can be difficult to be the one who is leading the way.
It's also easy to forget how good Nadal was - at his peak he was unbeatable in Paris, and also beat a peak Federer at Wimbledon on a surface much more suited to Federer.
For me Federer is the most naturally gifted, Nadal the most strong willed, and Djokovic the most rounded player.
I have to spare a thought for poor Andy to be 'stuck' in this era.
I think he'll go on to beat Feds record quite comfortably. He hasn't got the competition that Fed had in his hay day. Both quite fortunate to have missed each other in their primes as they'd have both had less titles.

If anything, in his hey day, Fed had little competition - Roddick??!!! Then Nadal burst on the scene, soon followed by Djokovic and Murray.
If anything, Djokovic has had more competition with a peak Nadal and Murray, and a still strong Federer. It's only in the last couple of years that Djokovic has really stepped it up to be clear number 1.
You could argue that it's unfortunate for all 3 of Federer, Nadal and Djokovic to be around at the same time, as they could have had more titles, just as Murray would be on a handful titles if the other 3 weren't around at the same time also.

Couldn't you say the same about Nadal, and ask where is he right now, while Fed, Murray and Djok are battling it out?
Seems to be a moot point that Nadal was doing the business earlier on and is only a year older, when Djok is just 3 slams behind Nadal and could equal or surpass him in that extra year Nadal has on him.
