What do our scouting team actually do? We seem to identify someone, not buy them but leak to the press that we are interested, then sign them 12 months on after they have had a 12 month break.

It's because we are fishing in such a tiny pond. Once you've ruled out anyone who is too old, commands too high a fee, wants too much in wages and doesn't have an academy background there are only 15 players we are interested in.
