Simple.

Keep this new format for Q1 and Q2.

Revert to last year's format for Q3.

Anything wrong with that?

Surely the simplest option is to ban radio communication between the driver and his team, get rid of the timings from the driver's steering wheel etc. so they have no idea how good or bad their lap time was. This will surely force them to stay out, would it not?

Screw all that. No qualifying needed.

Fit banana skin dispensers, turbo mushrooms and green shells that you can fire out of the cars at each other. Move the tracks to different zones like farm yards, underwater sections, a rainbow coloured track in space. Reduce the race to 3 laps. Allow gorillas, fat dragons and Italian plumbers to enter.

Let them fight out like that. Would be much more interesting.

Scrap qualifying entirely, apart from the season opener and set grid positions based on finishing position in the previous race - perhaps in reverse order to encourage more overtaking

Qualifying would be longer than than the race using your format OP

Yeah that was one thing I was worried about.

I guess the best option would be to try and have them overlap.

Eg - driver 2 starts his out lap when driver 1 starts his in lap.
