Mine would be -
In - Kondogbia, Hummels, Ibrahimovic
Out - Flamini/Debuchy/Arteta/Rosicky/Sanogo/Mertersacker/Walcott.
Would seriously consider sending Oxlade and chambers on loan for 6 months with a call back option just incase the inevitable happens and our clown team gets injured.

Bring in a more natural left-sided winger/wing-forward and switch Sanchez to the right permanently (so have Sanchez and the new LW as first choices, with Iwobi and Chamberlain as back-up).
I think a lack of width in the side has been a hindrance for some time now, and I really don't think it's a coincidence that our play has improved dramatically now that we've switched Sanchez to the right (where he doesn't invariably cut inside) and put Iwobi on the left.
I really like the look of Insigne at Napoli - very skillful, quick, and hard-workin. Konoplyanka was someone who has always impressed me as well, whilst Musonda (on-loan from Chelsea at Betis) looks excellent - albeit young and probably very unrealistic given our rivalry with Chelsea.
Potentially look at selling either Wilshere or Ramsey. I think they're both huge talents, but the midfield area is congested enough as it is, and I don't like the idea of crowbarring central midfielders into wide areas to give them first team football.
Look at selling either Giroud or Welbeck to make room for a new striker.
Not sure who really fits the bill and could be affordable - Morata, perhaps.
Sell Mertesacker to make room for another mobile CB to allow us to play higher line and press more effectively.
Really wanted Van Dijk last year (statistically the best CB in Europe this season, according to Whoscored - appreciate stats don't mean everything, but this guy has all the attributes of a top-class CB, IMO), but now he's at Southampton, he might be too pricey. Jonathan Tah and Niklas Sule both look talented, and at their age, could potentially provide a decade plus of service.
I think it would also be worth looking at a new young LB to phase in over the next season or two as Monreal is now 30.
Amavi was looking very good before his injury, and if Villa get relegated, he could be cheap.
Always hard to tell who is actually available or what the budget is, but these are the areas I'd generally focus on.

Top priorities are to improve on defensive midfield options and a better CF. Strengthen the spine and it will allow other players to attack with more confidence we can cope with it. I would also like to get a big strong CB if possible and after that lot we can start improving our wingers.

Agree with your positions DaStu but not about the names you suggest selling. Even an off form Ramsey provides more than he is credited and was great on the right this year. Welbeck is exactly the kind of back up/competition for a new similar striker. I'd keep Giroud as 3rd choice/ plan B until he kicks up a fuss.
If Wilshere can be fit he is our 3rd best player imo. No need to move him on either. If Xhaka comes in lets see who loses the battle for places in midfield rather than come to conclusions.
Elneny and Coquelin have looked solid but neither are irreplaceable.
A squad of bayerns depth is needed to succeed in the prem and europe.
I'd happily see the back of Theo, Campbell, Gibbs, Flamini, Arteta, Debuchy, Rosicky. I think they'll all go except one of theo or campbell.

I understand what you're saying about Wilshere, Ramsey, and Giroud - my only concern is that these guys might not be happy without some assurances of first-team football.
Don't get me wrong, everyone should be willing to work for their place, but I really can't imagine a French international supposedly in his peak years would be happy at the thought of being 3rd choice. Even if he impresses massively in training and in the few appearances he makes, that's only going to push him up to 2nd place in the pecking order.
I think it's the same if we keep both Ramsey and Wilshere. Cazorla has been brilliant for us this season, as has Ozil, and Elneny and Coquelin have provided us with great balance. I can imagine one of them staying and competing for the box-to-box/AM role, but I think it will be hard to convince both to stay - unless Wenger shoves them on the wing again, but I just don't see how this is a better option than playing a natural wideman.

Hummels for about 30-35Mil
Kondogbia has been a disaster for inter they got him for around £25Mill so a bid of £20Mil could easily prize him away.
Plenty of our best players have done poorly in Italy and shone in the PL. Henry, Bergkamp, Vieira.
