Even before Chelsea won the lottery and bought trophies they were still more successful than Spurs and regularly finished above them in the league.

While you are technically correct, the whole success at Chelsea from 1997 to 2003 (when Romanot took over) was built on a mountain of debt. They forked out huge fees and wages in that period.
Roman then took that debt on when Chelsea were struggling in 2003.
So although he was not there for their success in that time, he did actually pay for it
Chelsea in those days was hardly packed with superstars, though. Bad management of club funds tends to negate success, not improve it.
Gullit, Vialli, Di Matteo, Desailly, LeBouef, Le Saux, Zola, Hasselbaink, De Goey, Casiraghi, Laudrup, Ferrer, Deschamps, Sutton, Stanic, Gudjonssen, Lamp arduous, Gallagher, Bogarde.
