No it doesn't
You can name squads of less than 25 - as almost every PL team did last season (squads of 21-23 players most common)
There is no requirement to name HG players, you are free to name a 17 man squad made up only of non-HG players if you wish.

Err yes it does..............The Homegrown Player Rule has been an initiative in England and the Premier League to allow for more domestic, English players to be a brought up from a younger age in hopes of creating more talented English players. Currently, the Premier League does not have a maximum restriction on the number of foreign players allowed on a team, but does require at least eight homegrown players.

The rule is a maximum of 25 players born before 1st January 1995.
Of these a maximum of 17 can be non-HG.
However, there is no requirement to name 25 players, and as such no requirement to name 8 HG players.
Obviously the less HG players the smaller the squad, but considering you can use unlimited U-21s (born on or after 1st Jan 1995) this is not much of a problem.
Last season Manchester City and Manchester United only named 21 man squads, although United named more than enough HG players in that. City, as shown above, were restricted by the lack of HG players and named the maximum non-HG players.
Tbf that doesn't in any way imply how many homegrowns must be in a squad, just a limit on foreign players.

Yeap. No mention of numbers of HG players at all - because there is no rule on that!

It's seems DJ is correct. The only 2 rules are a maximum of 17 foreign players and a maximum squad of 25. It's up to the club if they want between 0-8 homegrown players but obviously the more you have the better your squad options.
Not foreign, you an be home grown and foreign remember.

DJ is maths not your strong suit. You can name a 25 man squad of which no more than 17 can be non-home grown which leave a minimum of 8 places for Home grown players. Players born after 1st Jan 1995 do not count.
