It's not passing the buck, it's a fact. You also said...
"The West Ham owners.......... organise stewarding and sorting the police out to overlook the games."
They don't, the stadium owners employ and organise stewarding, they arrange policing and they decide where, when and how much alcohol to sell.
So West Ham's owners don't speak to the police they didn't sign and agree the arrangements then
So basically West Ham are a bad tennant, they should be evicted and put out on the street.

You can call it bad tenants (single "n" btw), but it's the owners who are failing to provide the safe environment that is ultimately and legally thier responsibility.
There have been a total of nine arrests outside the London Stadium so far this season but also 23 internal banning orders.
